Storm Water systems are addressed in the Whiteville Storm Water ordinance. A storm water retention chamber is an underground structure that captures excess rain runoff, allowing it to slowly seep into the ground. It prevents local flooding and filters pollutants by replacing traditional above-ground retention ponds with space-saving, buried networks. When it rains, surface runoff from parking lots, roofs, and streets flows through drains and pipes into the underground chamber network. The chambers themselves are typically arched structures without a solid bottom. As water flows into them, it fills the empty space within the dome and spreads out into the surrounding crushed stone bed. The water then seeps downward and outward into the surrounding soil. If the soil cannot absorb the water fast enough during heavy storms, the chambers hold the excess water temporarily. Most systems have an outlet pipe or control structure to safely discharge excess water downstream at a regulated rate, preventing overwhelmed local streams and property flooding.
